为什么不是在12年级呢？

这是因为联邦助学金的系统，根据你“去年”的收入和资产，来决定你“今年”能支付多少大学费用。所以如果你的孩子第一次申请大学，并将在2016年的9月份入学，那么FAO（Financial Aid Officer, 联邦助学金官员）将根据你的家庭在2015年1月1日-12月31日的收入/资产，来决定你是否/能获得多少助学金。下面是一个简单的示意图：
